Control and User Plane Separation (CUPS) is one of the fundamental concepts of 5G networks. In previous generations of mobile networks, the functionalities of the control and user plane were intertwined. The complete separation of these functionalities enables independent development and setup (scaling) of a network, which results in its flexibility and agility.
